Chief Executive, Douglas Blackstock

Welcome from the Chief Executive, Douglas Blackstock

Welcome, and thank you for expressing an interest in joining our team at QAA.

QAA is the independent expert body entrusted with safeguarding academic standards and improving the quality of UK higher education wherever it is delivered around the world. In discharging these objects, we ensure that students get the higher education that they are entitled to expect.

We work with over 600 universities, colleges and specialist providers in the UK to promote high academic standards, quality experiences and excellent outcomes for all students of UK higher education. We have international reach and continue to develop international partnerships which extend and enhance the reputation of our world-class higher education sector.

This is an exciting time for our organisation as we embrace and help to embed the significant regulatory reform of higher education across the UK, developing QAA's role as the Designated Quality Body (DQB) for England under the Higher Education and Research Act 2017 (HERA), and to continue to deliver services which meet the distinct needs of Scotland, Wales and Northern Ireland.

Last year the Board set out its updated strategic priorities for QAA that include: maintaining the UK-wide framework for quality in higher education; protecting quality and standards during a period of transition and change; building and strengthening relationships with our key external stakeholders; and balancing our regulatory and commercial activities (with a focus on international development). To ensure best response to this, we are making appropriate organisational arrangements and are creating several new roles.

To this end, reporting into the new Executive Director of Operations, the Director of Quality Assessment will act as the single point of accountability to the QAA Executive (and primary account manager for the Office for Students (OfS)) for all activities undertaken in the fulfilment of QAA's responsibility as the DQB in England, setting and evaluating standards of delivery and taking responsibility for performance, ensuring high levels of trust and satisfaction amongst regulated providers in England.

The postholder will be specifically accountable for service delivery (including quality and standards reviews and degree awarding powers), continuous service improvement, reviewer management and service data & reporting. We are therefore looking for people with a clear understanding of the OfS regulatory framework and current knowledge of the UK higher education environment and its policy context.

The Director of International and Professional Services will also report into the Executive Director of Operations and will be responsible for overseeing, delivering and advising on all aspects of QAA’s commercial income streams, in England and internationally. This role will be pivotal in driving growth for QAA - a key strategic priority - maximising opportunities and ensuring operational efficiency. Specifically, the role will lead on the management and delivery of QAA’s international and commercial activities, as well as QAA’s engagement with higher education providers regarding professional services activities in England.

We are keen to hear from individuals with an understanding of service delivery models, a track record of identifying and developing new market opportunities, and an understanding of how commercial acumen can be blended with a public service ethos. Knowledge of the UK and international higher education environment and its policy context is also desirable.

Furthermore, for both roles we are interested in attracting people who are committed to the mission and values of QAA and who bring the skills and experience required to ensure QAA delivers its strategic aims.

QAA values diversity, and welcomes applications from candidates from all sections of the community.

You will find more information about QAA on our website.  I do hope that this microsite will be of assistance to you as you consider joining our organisation at this critical and exciting time.
